5. The governance of science technology and innovation
The research undertaken under this theme builds on the strong tradition MERIT has established in Europe with its cutting edge research in national systems of innovation, research and innovation policy, environmental transition policies, labour market and higher education policy; and the UNU-INTECH research tradition on national systems of innovation in developing countries, in particular Africa, the governance of innovation and international policy advice on science and technology. Researchers working in this theme form a creative hub for identifying new policy directions to respond to a changing world. While the group's activities also incorporate responses to explicit requests from policy-makers, the main thrust of its activities relates to gaining new insight and development of new governance concepts and frameworks based on theoretical and empirical knowledge, mainly addressing future or latent policy needs. The globalization (and regionalization) of the economy and of governance systems and the changing paradigm of knowledge-driven economies are reshaping the contours of STI governance. This group develops new knowledge, concepts, analyses and recommendations for policy-makers in search for a response to these governance issues.
The research programme is developed around the following key words:
- national and regional governance of innovation, science and technology;
- national and regional systems of innovation;
- co-evolution of institutional, economic and technological change;
- global governance of science, technology and innovation (WTO, WIPO, UNESCO, etc.)
- the migration of scientists and engineers;
- access to science and technology;
- environmental technologies and global sustainability.
